Sealed bids for the Stone Boulevard Improvements, Federal Aid Project No. STP-7108-00(003) LPA / 109382-701000, will be received no later than 2:00 P.M. Local Time, Friday, February 28, 2025, in the Office of Procurement and Contracts, located at 254 Barr Avenue, 610 McArthur Hall, Mississippi State, Mississippi 39762 or electronically via plans.fm.msstate.edu. All bids received will be publicly opened and read aloud.
The work shall consist of:
Improvements to intersection, including a traffic circle, pedestrian and landscape improvements, striping, and signing.
The above general outline of features of the work does not in any way limit the responsibility of the Contractor to perform all work and furnish all plant, labor, equipment and materials required by the specifications and the drawings referred to therein.
There shall be a NON-MANDATORY Pre-Bid Meeting held at 10:00 A.M., on Friday, February 14, 2025 in the Gast Conference Room located at 130 Twelve Lane, Mississippi State, Mississippi 39762. Attendance by all prospective bidders is strongly recommended for this project. It is also suggested that all potential subcontractors and interested parties attend the meeting.
The attention of bidders is directed to the Contract Provisions governing selection and employment of labor. Minimum wage rates for Federal – Aid projects have been predetermined by the Secretary of labor and are subject to Public Law 87-581 Work hours Act of 1962, set forth in the Contract Provisions.
Mississippi State University hereby notifies all Bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, disadvantaged and women’s business enterprises will be afforded the full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
The award of this contract will be contingent upon the Contractor satisfying the DBE/WBE requirements. The DBE goal for this project is 3 percent.
The contract Documents are being made available electronically and via paper copy (if requested). Plan holders are required to register for an account at plans.fm.msstate.edu to view and order Bid Documents. All plan holders are required to have a valid email address for registration. Bid documents are non- refundable and must be purchased through the website. Electronic Bids will be received at plans.fm.msstate.edu. A copy of the Contractor’s Certificate of Responsibility is not required to be submitted along with the bid. However, the Contractor will be required to submit a valid Certificate of Responsibility before the project can be awarded.
The proposal and contract documents in its entirety shall be submitted electronically or in a sealed envelope to the Office Procurement and Contracts, located at 254 Barr Avenue, 610 McArthur Hall, Mississippi State, Mississippi 39762 prior to the hour and date above designated. No stripped bids will be accepted.
Each bid shall be accompanied by a Cashier’s check, Certified Check on a solvent bank or a Bidder’s Bond issued by a surety Company licensed to operate in the State of Mississippi, in the amount of five percent (5%) of the total bid price, payable to Mississippi State University as bid security. Bidders shall also submit a current financial statement, if requested by the Owner. The successful bidder will be required to furnish a Performance Bond and a Payment Bond in the amount of one hundred percent (100%) of the contract amount.
No bidder may withdraw his bid within (60) days after the date of actual bid opening, without Owner’s consent.
Work to be performed shall be in accordance with the Mississippi Road and Bridge Construction (the 2017 edition) together with all amendments and / or special provisions and/or addenda to the standards duly approved and adopted, unless otherwise noted in these specifications. The 2017 Edition of the Mississippi Standard Specifications for Road and Bridge Construction, adopted by the Mississippi Department of Transportation, as referred to herein, may be purchased from the Mississippi Department of Transportation.
The attention of Bidders is directed to the provisions of Subsection 102.07 pertaining to irregular proposals and rejection of bids.
