Sealed bids for the construction of PHASE TWO GAS EXTENSION, TOWN OF SHANNON, MS. Bids will be received by Town of Shannon, in the Board Room, 225 Broad Street, Shannon, MS 38868, until 10:00 a.m., April 23rd, 2024 and then at said office publicly opened and read aloud.
Contract Documents, including Drawings and Specifications, may be examined at the office of Engineering Solutions, Inc., located at 1324 N. Veterans Blvd., Tupelo, Mississippi, and also can be viewed and/or purchased at Engineering Solutions, Inc. plan room at www.esiplans.com.
SCOPE OF WORK: The Project will be let as a single contract and consists of approximately 7,700 feet of2 inch and 1inch polyethylene gas line.

Bids will be received for a single prime Contract. Bids shall be unit price basis as indicated in the Bid Form. Contract Documents, including Drawings and Specifications, are being made available via paper copy or digital copy. Plan holders are required to log-in or register for a plan room account at www.esiplans.com to view and order Bid Documents. All plan holders are required to have a valid email address for registration. Bid Documents are non refundable and must be purchased through the website. For anyone interested in submitting bids electronically in place of sealed bid, they may do so only through www.esiplans.com. Partial sets of Bidding Documents will not be available and neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the plan room.
SUBMITTAL OF ELECTRONIC BIDS: Each electronically submitted bid must be submitted in "pdf' format and shall contain the same information and forms as required for the paper bids. Note - electronic bids must be secured with a bid bond. In the event that an electronically submitted bid has a corrupted attachment, the bid will be considered null and void by the owner.
Each bid submitted must be marked on the outside "Bid for: Phase Two Gas Extension, Town of Shannon, MS and CDBG PROJECT #1137-20-334-PF-01".
A satisfactory Bid Bond executed by the Bidder or an accepted Surety, a certified check, or bank draft payable to the TOWN OF SHANNON, on negotiable U.S. Government Bonds (at par value), shall be submitted with each bid in an amount equal to five percent (5%) of the total bid.
This project is being funded in part by the Community Development Block Grant# 1137-20-334-PF-01 and the rules and regulations therein apply.
The successful bidder must comply with Section 3 of the Housing and Urban Development Act of 1968 (12 U.S.C. 170 I u). CDBG regulations governing the grant require that, to the greatest extent feasible opportunities for contracting, subcontracting, training and employment arising in connection with this CDBG project will be extended to Section 3 businesses and Section 3 residents.
Minority and Woman Owned Business Enterprises are solicited to bid on this contract as prime contractors and are encouraged to make inquiries regarding potential subcontracting opportunities, equipment, material and/or supply needs.
