The City of Pass Christian, Mississippi, will receive electronic or sealed bids for the construction of the:

City of Pass Christian Pickleball Court Construction

at the Office of the City Clerk, City Hall, 200 West Scenic Drive, Pass Christian, Mississippi, during normal office hours at any time prior to the designated bid date, but not later than 3:30 p.m. on the date of the bid opening.  Bids will be publicly opened and read aloud at a regular meeting of the Board of Aldermen at 6:00 P.M., April 2, 2024. The meeting will be held in the Board Room at the City Hall Complex located at 200 West Scenic Drive.

All bids must be addressed to the City of Pass Christian marked “SEALED BID TO BE OPENED AT 6:00 P.M.,2nd DAY, APRIL, 2024”, and specify the name of the bid item. If a bid is submitted by mail, the address of City of Pass Christian is “200 West Scenic Drive, Pass Christian, MS 39571”. If a bid is hand-delivered, the street address is the same as the mailing address.

When bids are submitted electronically, the same requirements for submitting sealed bids shall apply. Electronic bids shall include a document representing the cover of the envelope containing the aforementioned criteria.

The proposed project includes constructing two (2) reinforced, post-tensioned concrete pickleball courts, complete, consisting of, but not limited to the following items of work: a 5” thick, post-tensioned concrete slab with an approved coating system and striping; fencing; stripping of organic matter, installing fill material; sodding; net posts and nets with center anchor; (4) courtside benches; windscreens; etc. Because access to the work will require driving motorized equipment beneath the dripline of large Live Oak trees, the successful bidder will be required to install timber mats across the root system beneath the dripline of the trees. It shall be the responsibility of the bidder to ramp over the existing concrete curb to provide access to the timber mats for site access. Damage to any existing curb line or sidewalk shall be repaired by the contractor at no additional cost to the Owner or Engineer.

The cost of bid documents is non-refundable and bid documents must be purchased through the website. Return of documents is not required. Minority and women’s business enterprises are solicited to bid on this contract as prime contractors and are encouraged to make inquiries regarding potential subcontracting opportunities and equipment, material and/or supply needs.

All bidders must make positive efforts to use small and minority owned business and women business enterprises.

Sealed paper bids may be submitted to the City of Pass Christian, 200 West Scenic Drive, Pass Christian,

MS.  Official bid documents can also be downloaded from Central Bidding at www.centralbidding.com.  SA certified check or bank draft payable to the order of City of Pass Christian, Mississippi, negotiable U.S. Government bonds (at par value), or a satisfactory Bid Bond executed by the Bidder and an acceptable surety licensed under the laws of the State of Mississippi, in an amount equal to five percent (5%) of the total bid for “City of Pass Christian, Pickleball Court Construction”, shall be submitted with each bid.

The Bidder must indicate his Certificate of Responsibility Number on outside of sealed proposal as required by Mississippi Law. For the purposes of submitting a bid, the Bidder shall possess a current commercial contractor’s license from the Mississippi State Board of Contractors. The license shall be in the correct classification of licensure that will allow the perspective bidder to perform the work described in the bid documents.

The City of Pass Christian, Mississippi, reserves the right to consider the following relevant factors in addition to the contract price in determining the lowest and best bid: bidder's skill and business judgment, his experience and his facilities for carrying out the contract, his previous conduct under other contracts and the quality of previous work, as well as his pecuniary ability, honesty, and integrity. The City also re- serves the right to reject any or all bids or to waive any informalities in the bidding.

Awarding public contracts to non-resident Bidders will be on the same basis as the non-resident bidder’s state awards contracts to Mississippi Contractors bidding under similar circumstances. In order to ensure that Mississippi’s so-called Golden Rule is followed, state law requires a non-resident bidder to attach to his bid a copy of his resident state’s current laws pertaining to such State’s treatment of non-resident con- tractors.

Bids may be held by the City of Pass Christian, Mississippi, for a period not to exceed ninety (90) days from the date of the opening of bids for the purpose of reviewing the bids and investigating the qualifications of Bidders, prior to awarding of the Contract.
