SEALED proposals will be received by Lorman Waterworks Association at the office of the Engineer, Heflin Engineering, 1700 West Government Street, Building “A”, Ste “J”, Brandon, Mississippi 39042 or electronic bids submitted via until 10:00 AM local time on March 1, 2024, and then at said office publicly opened and read aloud. Any bids received after the closing time will be returned unopened.

The primary element of work shall consist of the construction of one 400 gallon per minute water treatment plant. Plans, Specifications and Contract documents may be viewed at the office of the Engineer, 1700 West Government Street, Suite J, Brandon, MS during normal business hours or may be viewed online at at no charge. Contractors who wish to bid the project must purchase documents online and pay a non-refundable fee. Mississippi Procurement Technical Assistance Program (MPTAP), Mississippi Development Authority, Minority & Small Business Development, Woolfolk Building, 501 North West Street, Suite B01, Jackson, MS 39201 (601-359-3448). Bid security in the form of a Bid Bond, certified check or cashier’s check in an amount equal to five percent (5%) of the Bid shall be furnished by each Bidder as required by the Contract Documents.

Minority and women’s business enterprises are solicited to bid on this contract as prime contractors and are encouraged to make inquiries regarding potential subcontracting opportunities and equipment, material and/or supply needs. Any contract or contracts awarded under this invitation for bids are expected to be funded in whole or in part by anticipated funds from the ARPA Rural Water Associations Infrastructure Grant (RWAIG). Neither the State of Mississippi, the Local Governments and Rural Water Systems Improvements Board, nor any of their employees is or will be a party to this invitation for bids or any resulting or related contracts. This procurement will be subject to all applicable sections of the Mississippi Code of 1972, Annotated, as they apply to local governments, in accordance with RWAIG Program Regulations. Based on the Assistance Listing: Coronavirus State and Local Fiscal Recovery Funds and Part 2 of the US Treasury State and Local Fiscal Recovery Funds Compliance and Reporting Guidance (v3.0 February 2022) (Compliance Guide), the following Uniform Guidance provisions will be required in all contracts:
