The City of Ocean Springs will receive sealed or electronic bids for the Government Street Sidewalk Improvements Project, Federal Aid Project No. STP-9064-00(011) LPA/106375-702000 no later than 2:00 P.M., Local Time, on January 31, 2024, at the office of the City Clerk, 1018 Porter Avenue, Ocean Springs, MS 39564. All bids so received will be publicly opened and read aloud.
The work shall consist of essentially the following items: Installation of owner furnished concrete piles and prefabricated pedestrian bridge, as well as construction of timber pile pedestrian boardwalk and related appurtenances.
The above general outline of features of the work does not in any way limit the responsibility of the Contractor to perform all work and furnish all plant, labor, equipment and materials required by the specifications and drawings referred to therein.
The attention of the Bidders is directed to the Contract Provisions governing selection and employment of labor. Minimum wage rates for Federal-Aid projects have been predetermined by the Secretary of Labor and are subject to Public Law 87-581 Work Hours Act of 1962, as set forth in the Contract Provisions.
The City of Ocean Springs hereby notifies all Bidders that it will affirmatively insure that in any contract entered into pursuant to this Advertisement, Disadvantaged and Women's Business Enterprises will be afforded the full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
The award of this contract will be contingent upon the Contractor satisfying the DBE/WBE requirements. The DBE goal is 6%.
The Contract Documents are on file and may be examined at the Issuing Office: Brown, Mitchell & Alexander, Inc., 131 Rue Magnolia, Biloxi, MS 39530. Contract Documents may be examined at the Issuing Office, Monday through Thursday (between the hours of 7:30 a.m. and 5:30 p.m.) and Friday (between the hours of 8:00 a.m. and noon). Contract Documents may also be examined at the City Clerk's Office, 1018 Porter Avenue, Ocean Springs, MS 39564.

Contract documents are being made available via paper copy or .pdf for a charge of $150.00 (hard copy) or $75.00 (pdf). Plan holders are required to log-in or register for an account at www.oceanspringsbids.com to view and order Contract Documents. All plan holders are required to have a valid email address for registration. The cost for the Contract Documents is non-refundable and must be purchased through the website. The date that the Contract Documents are transmitted by the Issuing Office will be considered prospective Bidder's date of receipt of the Contract Documents. Partial sets of Contract Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Contract Documents, including Addenda, if any, obtained from sources other than the Issuing Office.
Each bid shall be accompanied by a Certified Check on a solvent bank or a Bidder's Bond issued by a Surety Company licensed to operate in the State of Mississippi, in the amount of five percent (5%) of the total bid price, payable to the City of Ocean Springs, as bid security. Bidders shall also submit a current financial statement, if requested by the City of Ocean Springs. The successful bidder will be required to furnish a Performance Bond and Payment Bond in the amount of 100 hundred percent (100%) of the Contract amount.
The proposal and contract documents in its entirety shall be submitted in a sealed envelope and deposited at the City Clerk's office, 1018 Porter Avenue, Ocean Springs, MS 39564, prior to the hour and date above designated. No stripped bids will be accepted.
When submitting an electronic bid, the bid must be submitted in "pdf' format and shall contain the same information and forms as required for the paper bids. Electronic bids must be secured with a bid bond. When submitting a bid electronically, the authorized signature shall be an electronic signature or handwritten in blue-ink signature. In the event that an electronically submitted bid has a corrupted attachment, the bid will be considered null and void. When bids are submitted electronically, the requirement for including a certificate of responsibility, or a statement that the bid enclosed does not exceed Fifty Thousand Dollars ($50,000.00), on the exterior of the bid envelope shall be deemed in compliance by including the same information as an attachment with the electronic bid submittal.

Work to be performed shall be in accordance with the 2017 Mississippi State Highway Standard Specifications for Road and Bridge Construction, together with all amendments and/or special provisions and/or addenda to the standards duly approved and adopted, unless otherwise noted in these specifications.
The attention of the Bidders is directed to the provisions of Subsection 102.07 pertaining to irregular proposals and rejection of bids.
