JSCBS-301-22 Beaver Meadow Vol. Fire Dept. #14666

Separate sealed bids will be received by the Jasper County Board of Supervisors in the boardroom at the Jasper County Courthouse, Bay Springs, Mississippi, until 10:00 a.m. on Friday December 29, 2023, for the construction of a Volunteer Fire Department to be located on the county road 371 near Beaver Meadow Recreational Park also known as Engineer's Project No. JSCBS-301-22. Bids will be opened in public and read aloud.

The Plan drawings, Specifications, and Contract documents are on file and can be viewed and obtained online via the website of the Engineer of Record, Daniel Russum, P.E. DBA Chas. N. Clark Associates. Ltd under the direction of the Jasper County Engineer, Lawrence. R. Clark, P.E. at www.clarkengineersprojects.com. By use of the website the plan holders shall be able to view and obtain hard copies of the Plans and Specifications and/or shall also have the opportunity to submit an official bid online. Contract Documents are on file and open to public inspection in the office of the County Clerk of Jasper, Mississippi.

All hard copy proposals shall be directed to the attention of The Jasper County Board of Supervisors with the outside of the envelope marked “JSCBS-301-22 Bid Proposal for Jasper County Beaver Meadow Volunteer Fire Department”. Contractor shall indicate certificate of responsibility number on the outside of the envelope. Online bids shall be submitted, accepted, and opened as instructed in the contract documents.

The work to be performed under this contract is subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968, as amended 12 U.S.C. 1701u (Section 3). CDBG regulations governing the grant require that, to the greatest extent feasible, opportunities for contracting, subcontracting, training, and employment arising in connection with this CDBG project will be extended to Section 3 businesses and Section 3 residents.

Minority and women’s business enterprises are solicited to bid on this contract as prime contractors and are encouraged to make inquiries regarding potential subcontracting opportunities, equipment, material, and/or supply needs. The project is advertised through the Mississippi Development Authority’s MPTAP portal. The County of Jasper is an Equal Opportunity Employer. Basis of Award: The award, if made, will be to the lowest and best qualified bidder. The Board intends to accept the lowest and best bid and reserves the right to reject any and/or all bids. Total Contract Time as Advertised: 150 Calendar Days from Notice to Proceed The Board of Supervisors hereby notifies all bidders that it will affirmatively insure that, in any contract entered pursuant to this advertisement, minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. Certified Check or Bid Bond for five percent (5%) of total bid payable to JASPER County must accompany each proposal.

Bidders are hereby notified that any proposal accompanied by letter qualifying in any manner the condition under which the proposal is tendered will be considered an irregular bid, and such proposals will not be considered in making the award.
