Sealed bids for the construction of the Wastewater Collection System Improvements, CDBG Project No. 1138-22-342-PF-01/MCWI Project No. 486-1-CW-5.5 for the Town of Silver Creek, MS in Lawrence County, Mississippi, will be received by The Honorable Elizabeth Turnage, Mayor of the Town of Silver Creek, Mississippi, until 10:00 A.M. local time on December 19, 2023, at the Town Hall located at 20 Second Street, Silver Creek, MS 39663, and shortly thereafter will be opened and publicly read.

The work involved in the project includes new collection sewer infrastructure, rehabilitation and/or repair of the Town of Silver Creek’s sanitary sewer collection system as described in the construction drawings and specifications.

The Plans, Specifications, and Contract Documents may be examined at the following locations:

Minority and Woman Owned Business Enterprises are solicited to bid on this contract as prime contractors and are encouraged to make inquiries regarding potential subcontracting opportunities, equipment, material and/or supply needs.

This construction project is expected to be financed in whole or in part by the Mississippi Development Authority, Community Services Division, by a Community Development Block Grant through the Small Government Public Facilities Category, 1138-22-342-PF-01, and is subject to the rules and regulations of the Housing and Community Development Act of 1974 and all amendments thereof. Neither the United States nor any departments, agencies, or employees is, or will be, a part of this Invitation for Proposals or any resulting contract.

The successful bidder must comply with Section 3 of the HUD Act of 1968 and its associated regulations (24 C.F.R., Part 75). CDBG regulations governing the grant require that, to the greatest extent feasible opportunities for contracting, subcontracting, training and employment arising in connection with this CDBG project will be extended to Section 3 businesses, Targeted Section 3 Workers and Section 3 Workers.

Any contract or contracts awarded under this invitation for bids are expected to be funded in whole or in part by anticipated funds from the ARPA Mississippi Municipality & County Water Infrastructure Grant Program (MCWI). Neither the State of Mississippi, the Local Governments and MDEQ, nor any of their employees is or will be a party to this invitation for bids or any resulting or related contracts. This procurement will be subject to all applicable sections of the Mississippi Code of 1972, Annotated, as they apply to local governments, in accordance with RWAIG Program Regulations.
