Separate and sealed bids or electronic bids for the construction of RAILHUB SOUTH

ACCESS ROADS, ARC #21343 will be received by the ALCORN-CORINTH ALLIANCE, 502

WICK STREET, CORINTH, MS 38834 until 10:00 AM, THE 14TH DAY OF NOVEMBER,

2023 and then at said office publicly opened and read aloud. Sealed bids will be received

until the designated date and time AT THE OFFICE OF THE ALCORN-CORINTH ALLIANCE

LOCATED AT 502 WICK STREET, CORINTH, MS 38834. Electronic bids will be received

until the designated date and time via electronic online bid submission through

www.cceplanroom.com.

The project consists of approximately 4,630 linear feet of industrial access road, the

construction of a 20’x8’ box culvert, and an approximate 30-acre industrial site pad

extension at the Railhub South Industrial Complex in Alcorn County. Work will include

approximately 518,000 cubic yards of unclassified excavation, clearing and grubbing,

crushed stone, asphalt, striping, signage, drainage pipe, maintenance of traffic, erosion

control measures including paved ditches and sediment ponds with floating skimmers, and

other miscellaneous items for a complete project.

Registering for a free account at www.cceplanroom.com will enable bidders to view and/or

order Contract Documents online and/or complete the electronic bidding process. The only

requirement for account registration is a valid email address. Questions regarding website

registration and online orders and/or electronic bidding shall be directed to Plan House

Contract Documents are issued to potential Bidders from Plan House Printing and Graphics,

607 West Main Street, Tupelo, MS 38804. Bidders may opt to purchase Contract

Documents online at www.cceplanroom.com. All payments for Bid Documents are nonrefundable

and shall be made payable to Plan House Printing and Graphics, 607 West Main

Street, Tupelo, MS 38804.

Bids will be accepted only under the name of the Bidder to whom contract documents

have been issued by Plan House Printing, on behalf of the Engineer, and whose name

appears on the official list of plan holders maintained by Plan House Printing.

Minority and women’s business enterprises are solicited to bid on this contract as prime

contractors and are encouraged to make inquiries regarding potential subcontracting

opportunities, equipment, materials and/or supply needs. The ALCORN-CORINTH

notifies all bidders that it will affirmatively insure that in a contract entered into pursuant to

this advertisement will be afforded the full opportunity to submit bids in response to this

The successful bidder must comply with the Davis-Bacon Act which requires that all

laborers and mechanics shall be paid at rates not less than those determined by the

Department of Labor to be the prevailing for the locality in which the project is located.

This project is being funded in part by the Appalachian Regional Commission (ARC) Grant

#MS-21343 and the rules and regulations therein apply.

The contract will be awarded as an entire job and individual items will not be let for

separate work.

Each bidder must deposit with this bid, security in the amount, form and subject to the

conditions provided in the Information for Bidders. For Bidders submitting bids

electronically, the bond submitted must be either a bond issued by the Surety in electronic

format or the original hard copy of the bid bond must be submitted to the ALCORNCORINTH

ALLIANCE’S OFFICE LOCATED 502 WICK STREET, CORINTH, MS 38834 prior

to bid opening in order for the bid to be valid.

No Bidder may withdraw his bid within 60 days after the actual date of the opening

thereof.

Simultaneously with his delivery of the executed contract, the Contractor shall furnish

surety bonds subject to the conditions provided in the Information for Bidders.

All applicable laws, ordinances and the rules and regulations of all authorities having

jurisdiction over construction of the project shall apply to the contract throughout.

Each Bidder is responsible for inspecting the site and for reading and being thoroughly

familiar with the Contract Documents. The failure or omission of any Bidder to do any of

the foregoing shall in no way relieve any Bidder from any obligation in respect to this Bid.

A conditional or qualified Bid will not be accepted. Award will be made to the lowest

responsible, responsive Bidder.

The Owner reserves the right to waive any informalities or to reject any or all Bids.
