The Owner and Engineer assume no responsibility for premature opening of any bid envelope which is not properly marked. Bid Security in the amount of five (5) percent of the maximum total bid amount is required. No bidder may withdraw his bid within 60 calendar days after the actual date of opening. The Owner reserves the right to waive any informality or to reject any and all bids.
