Sealed bids will be received by the Town of Crowder, Mississippi, until 10:00 a.m. Local Time, Tuesday,

June 20, 2023 at the office of the City Clerk, Town Hall, 450 Quitman Avenue, Crowder, MS 38622 for

supplying all labor and materials (as specified) necessary for 2020 CDBG - Sewage Treatment Plant

Improvements. This project is funded in part with CDBG GRANT NO. 1137-20-160-PF-01. All local, state,

and federal special conditions and regulations will be adhered to.

The work shall consist essentially of the following type items:

1. Concrete coating rehabilitation of existing chlorine contact chamber,

2. Installation of two new 400 gpm submersible pumps in existing pumping compartment of chlorine

contact chamber with new access hatches, and new discharge piping, valves, and concrete valve pit,

3. Installation of new chlorine feed system and sulfur dioxide feed system,

4. Associated electrical work, and

5. Bypass pumping of chlorine contact chamber into existing outfall force main required to perform

work.

The above general outline of features of the work does not in any way limit the responsibility of the

Contractor to perform all work and furnish all plant, labor, equipment, and materials required by the

specifications and the drawings referred to therein.

Bidders are expected to inspect the site of the work as provided in the Instructions to Bidders and to inform

themselves of all local conditions.

Contract time shall be 150 consecutive calendar days from the effective date shown in the Notice to Proceed.

Liquidated damages will be assessed for each consecutive calendar day thereafter in the amount of Five

Hundred Dollars ($500.00).

Special Damages - In addition to the amounts provided for liquidated damages, Contractor, in the event of

such default, shall pay to the Owner the actual costs reasonably incurred by Owner for engineering and

inspection forces employed on the work after the time stipulated for completion of the work.

Bidder must be qualified under Mississippi Law and show current Certificate of Responsibility issued by the

Mississippi State Board of Public Contractors establishing his classification as to the value and type of

construction on which he is authorized to bid.

Each Bidder shall write his Certificate of Responsibility Number on the outside of the sealed envelope

containing his proposal. The outside of the envelope should also bear the Bidder’s name, address, and name

of the project for which the Bid is submitted.

Proposals shall be submitted in duplicate, sealed and deposited with the Town of Crowder, Mississippi, City

Clerk prior to the hour and date hereinbefore designated. No bidder may withdraw his bid within ninety (90)

days after the actual date of the opening thereof.

Awarding public contracts to non-resident Bidders will be on the same basis as the non-resident bidder's state

awards contracts to Mississippi Contractors bidding under similar circumstances. In order to ensure that

Mississippi's so-called Golden Rule is followed state law requires a non-resident bidder to attach to his bid a

copy of his resident state's current laws pertaining to such state's treatment of non-resident contractors.

Each Bidder must deposit with his proposal, a Bid Bond or Certified Check in an amount equal to five percent

(5%) of his bid, payable to the Town of Crowder, Mississippi, as bid security. Bidders shall also submit a

current financial statement, if requested by the City. The successful bidder will be required to furnish a

Payment Bond and Performance Bond each in the amount of one hundred percent (100%) of the contract

amount.

Bid documents are being made available via original paper copy or digital file. Plan holders are required to

are required to have a valid email address for log-in or registration. Bid documents are nonrefundable and

Contract drawings, Contract Specifications, and Bid Forms must be purchased in order for a bid to be

submitted.

The work to be performed under this contract is subject to the requirements of Section 3 of the Housing and

Urban Development Act of 1968, as amended 12 U.S.C. 1701u (Section 3). CDBG regulations governing the

grant require that, to the greatest extent feasible, opportunities for contracting, subcontracting, training and

employment arising in connect with this CDBG project will be extended to Section 3 businesses and Section 3

residents.

Minority and women’s business enterprises are solicited to bid on this contract as prime contractors and are

encouraged to make inquiries regarding potential subcontract opportunities, equipment, material and/or

supply needs.
