Bids for the construction of 2021 EDA Project #04-79-07667 Contract III – Wastewater Collection System

Rehabilitation will be received by the CITY OF WINONA, MS located at 409 SUMMIT STREET, WINONA,

MS 38967, or electronically at www.engserviceplans.com until June 16, 2023, at 10:00a.m. local time.

At that time the Bids received will be publicly opened and read. The Project includes the following Work:

Manhole lining and rehabilitation, installing cured in place pipe liners (CIPPL), by-pass pumping,

manhole frame and cover adjustments and replacements, sanitary-sewer point repairs, and sanitarysewer

gravity pipe replacements. Also includes cleaning and CCTV of sanitary-sewer lines, smoke

testing, manhole locates and inspections. Sanitary-sewer lines investigated and rehabilitated will range

from 6-inch to 24-inch. This project will prioritize the rehabilitation efforts with some investigative

efforts required. Results from the City of Winona 2021 CDBG Wastewater Collection Rehabilitation

project will help guide this project’s final scope.

www.engserviceplans.com. Bidding Documents may be viewed, purchased, and submitted electronically

via the designated website. The website will be updated periodically with addenda, lists of registered plan

holders, reports, and other information relevant to submitting a Bid for the Project. All official

notifications, addenda, and other Bidding Documents will be offered only through the designated website.

Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any,

obtained from sources other than the designated website.

Printed copies of the Bidding Documents may be obtained by paying a non-refundable deposit for each

set.

Prospective Bidders may examine the Bidding Documents at the Issuing Office on Monday through Friday

between the hours of 8:00 a.m. to 5:00 p.m.

to the Instructions to Bidders that are included in the Bidding Documents.

This project (EDA Investment No. 04‐79‐07667) will be partially funded with Federal funds from the United

States Department of Commerce, Economic Development Administration and therefore is subject to the

Federal laws and regulations associated with that program.

Minority and Woman Owned Business Enterprises are solicited to bid on this contract as prime contractors

and are encouraged to make inquiries regarding potential subcontracting opportunities, equipment,

material and/or supply needs.

participate in the status verification system of all newly hired employees.
