Rehabilitation Project – Portions of West Greenville will be received by the City of Greenville City
Clerk’s Office, 340 Main St., Greenville, Mississippi, 38701 (phone no. 662-378-1551) until 2:00 p.m.
(CST) on December 2, 2021, and then at said office publicly opened and read aloud. Bids will be tabulated and presented to City Council at its next regular meeting.
Plans, Specifications and Contract Documents are available in paper copy or digital copy. Plan holders are required to log-in or register for an account at www.wlburleplanroom.com to view and order Bid
Documents. All plan holders are required to have a valid email address. Bid Documents are nonrefundable and must be purchased through the website. For anyone interested in submitting bids

All Bidders are welcome to attend the pre-bid meeting to be held 2:00 p.m. (CST) on November 17, 2021, in the City of Greenville City Clerk’s Office, 340 Main St., Greenville, Mississippi; 38701.
The City of Greenville reserves the right to waive any informality or to reject any or all bids. Contract
award will be made to the responsible offerer whose proposal is most advantageous to the City of
Greenville.

encouraged to make inquiries regarding potential subcontracting opportunities and equipment, material and/or supply needs. Bidders must comply with Section 3 of the Housing and Urban Development (HUD) Act of 1968, the Davis-Bacon Act and the Anti-Kickback Act. Section 3 of the HUD Act of 1968 requires that the City and contractors participating in CDBG projects give opportunities for job training and employment to lower income residents of the Section 3 area that is described below:
1. Section 3 requires that contracts for work in connection with projects covered by Section 3 be
awarded, to the maximum feasible extent, to businesses that are located in or owned in
substantial part by persons residing in the Section 3 area.
2. The area within the project rights-of-way is considered a Section 3 area. Any contract or contracts awarded under this invitation for bids are expected to be funded in whole or in part by anticipated funds from the Water Pollution Control Revolving Loan Fund (WPCRLF) loan program
from the State of Mississippi. Neither the State of Mississippi, the Commission of Environmental Quality
nor any of their employees is or will be a party to this invitation for bids or any resulting or related
contracts. This procurement will be subject to all applicable sections of the Mississippi Code of 1972,
Annotated.
