The Harrison County Development Commission, Mississippi, will receive sealed bids for:
Retrofit Existing Pump Station No. 4
at the Office of the Harrison County Development Commission (Owner), 12281 Intraplex Drive, Gulfport, Mississippi, during normal office hours at any time prior to 10:00 a.m. CST on February 13, 2020. Bids will be publicly opened and recorded at 10:00 a.m. CST, February 14, 2020.
Bids are invited for the furnishing of materials, equipment, labor, and incidentals necessary to retrofit an existing wet-pit/dry-pit type of sewage pump station to convert it to a standard wet-pit type pump station with submersible pumps, new discharge piping, controls, valves, valve vault, security lighting, restoration, etc. Demolition and disposal of the existing dry-pit are also re- quired.
Sealed bids may be submitted via mail or in person to the Harrison County Development Com- mission located at: 12281 Intraplex Parkway, Gulfport, MS 39503. Contract Documents, including Drawings and Technical Specifications, are on file at the Office of Harrison County Development Commission, Gulfport, Mississippi. Bid Documents may be obtained at www.overstreetengplans.com. A certified check or bank draft payable to the order of the Harrison County Development Com- mission, Mississippi, negotiable U. S. Government bonds (at par value), or a satisfactory Bid Bond executed by the Bidder and an acceptable surety, in an amount equal to five percent (5%) of the total bid for “Retrofit Existing Pump Station No. 4”, shall be submitted with each bid.
The Contractor shall submit their W9s, Certificate of Responsibility, as well as the following in- surance certificates with their sealed bid: Liability; Workers Compensation; and, Vehicle Liabil- ity.
The successful bidder shall be required to provide a Material Purchase Certificate to the Harri- son County Development Commission upon request. Failure to do so could result in a work stoppage. All aforementioned certificates must be presented to the Harrison County Develop- ment Commission each contractual year prior to expiration.
For bids exceeding $50,000 Bidder must indicate his Certificate of Responsibility Number on outside of sealed proposal as required by Mississippi Law. For bids not exceeding $50,000, Bidder must either indicate his Certificate Number, or else write clearly “Bid does not exceed
The Owner reserves the right to consider the following relevant factors in addition to the contract price in determining the lowest and best bid: bidder’s skill and business judgment, his experi- ence and his facilities for carrying out the contract, his previous conduct under other contracts and the quality of previous work, as well as his pecuniary ability, honesty, and integrity. The Owner also reserves the right to reject any or all bids or to waive any informality in the bidding.
Awarding public contracts to non-resident Bidders will be on the same basis as the non-resident bidder’s state awards contracts to Mississippi Contractors bidding under similar circumstances. In order to ensure that Mississippi’s so-called Golden Rule is followed, state law requires a non- resident bidder to attach to his bid a copy of his resident state’s current laws pertaining to such state’s treatment of non-resident contractors.
Bids may be held by the Owner for a period not to exceed ninety (90) days from the date of the opening of bids for the purpose of reviewing the bids and investigating the qualifications of Bid- ders, prior to awarding of the Contract.
