ADVERTISEMENT FOR BIDS
Sealed bids for the construction of sanitary sewer upgrades within the Town of Bentonia will be received by the Town of Bentonia in the Town Hall at 214 E. Railroad Avenue, Bentonia, MS 39040, until 2:00 P.M., January 23, 2020 and shortly thereafter publicly opened and read aloud. Electronic bids will be received at www.mcmasterplanroom.com and shall include a copy of their Certificate of Responsibility as
an attachment to the electronic bid. Bids received after this time will not be accepted and will be returned unopened. All bids shall be clearly marked “SANITARY SEWER UPGRADES, TOWN OF BENTONIA, MISSISSIPPI” with the date and time of the bid opening on the outside of the sealed envelope. Each bidder shall write his Certificate of Responsibility number and Mississippi License number on the outside of the sealed envelope containing his bid.
A pre-bid meeting will be held on January 9, 2020 at 2:00 P.M. at Town Hall, Town of Bentonia, MS.
This project is covered by HUD Section 3 requirements as set forth in 24 CFR 135 of the federal regulations. In order to comply with these requirements, Section 3 Business Concerns are solicited to bid on this contract as prime contractors and are encouraged to make inquiries regarding potential subcontracting opportunities to Section 3 Business Concerns. Preference may be given to a certified Section 3 Business located near the project area as noted in the Section 3 Clause of these specifications. The Town hereby notifies all Bidders that it will affirmatively insure that in any contract entered into pursuant to this notice, disadvantaged, and women’s business enterprises will be afforded the full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
Contract Time is 150 consecutive calendar days. Liquidated damages will be assessed in the amount of $500 per day for each calendar day that the work remains incomplete. The award, if made, will be made to the lowest qualified bidder on the basis of the published quantities. The Town of Bentonia reserves the right to reject any and all bids and to waive any informalities or irregularities in the bids received. Bidders must be qualified under Mississippi Law and show a current Certificate of Responsibility issued by the Mississippi Board of Public Contractors establishing classification as to the value and type of construction work on which he is authorized to bid. Each bid shall be accompanied by a Certified Check on a solvent bank or a Bidder’s Bond issued by a
Surety Company licensed to operate in the State of Mississippi, in the amount of five percent of his bid,
payable to the Town of Bentonia, Mississippi as bid security. The successful Bidder will be required to
execute a Performance Bond and a Payment Bond, each in the amount of 100 percent of the Contract,
issued by a Surety company licensed to operate in the State of Mississippi. Bidders shall submit a current financial statement if requested by the City. Attorneys-in-fact who sign Payment Bonds must file with each bond a certified and effective dated copy of their Power of Attorney.
The bidder shall guarantee to hold his bid good and may not withdraw his bid for a period of 60 calendar
days after the scheduled closing time for receiving bids. The Town of Bentonia furthers its support of Fair Housing and Equal Opportunity for all individuals.
