The City of Bay St. Louis, Mississippi, will receive sealed bids for the construction of the Old Spanish Trail and Railroad Crossing Paving Project, no later than 10:00 A.M., Local Time, Friday, December 20, 2019, at the Bay Saint. Louis Conference Center, 598 Main Street., Bay Saint Louis, MS 39520. All bids so received will be publicly opened and read aloud.

The work included in the contract shall consist essentially of construction of the following items: Road preparation, base repair, milling, asphalt overlay and striping.
The above general outline of features of the work does not in any way limit the responsibility of the Contractor to perform all work and furnish all plant, labor, equipment, and materials required by the specifications and the drawings referred to therein.

The attention of bidders is directed to the Contract Provisions governing selection and employment of labor. Minimum wage rates for Federal-Aid projects have been predetermined by the Secretary of Labor and are subject to Public Law 87-581 Work Hours Act of 1962, as set forth in the Contract Provisions.

The City of Bay Saint Louis, Hancock County hereby notified all Bidders that it will affirmatively insure that in any contract entered into pursuant to this Advertisement, Disadvantaged and Women’s Business Enterprises will be afforded the full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color or national origin in consideration for an award.

Plans and specifications are being made available via hard copy or digital download. Plan Holders are required to log-in or register for an account to view or order bid documents at Bid documents are non-refundable and must be purchased through the website. Questions regarding website registration and online orders are to contact the Plan House at (228)-248-0181. No partial sets of drawings or project manuals will be issued. No contract documents (hard copies or electronic copies) will be issued to Contractors within twenty-four (24) hours of the time indicated above for receiving bids.

Bids must be submitted upon the standard forms contained within these contract documents furnished by City Engineer, noted in the Information for Bidders. Each bid shall be accompanied by a Certified Check on a solvent bank or a Bidder’s Bond issued by a Surety Company licensed to operate in the State of Mississippi, in the amount of five percent (5%) of the total bid price, payable to the City of Bay St. Louis as bid security. Bidders shall also submit a current financial statement, if requested by the City. The successful bidder will be required to furnish a Performance Bond and a Payment Bond each in the amount of one hundred percent (100%) of the contract amount.

The proposal and contract documents in its entirety shall be submitted in a sealed envelope and the outside of the envelope shall be marked plainly as: Old Spanish Trail and Railroad Crossing Paving Project. Bids shall be deposited with the City of Bay St. Louis, Bay St. Louis Conference Center, 598 Main Street, Bay St. Louis, MS 39520, or for those interested, bids can be electronically submitted at under the project page, prior to the hour and date designated above. No oral, telegraphic, telephonic, or e-mail proposals shall be considered.

All interpretations of drawings and specifications shall be directed to Jason Chiniche at James J. Chiniche P.A. Inc by email to: An acknowledged received copy of all Addenda issued by the Engineer via Plan House must be included with the bid proposal. No bidder may withdraw his bid within sixty (60) days after the date of actual bid opening without Owner’s consent. The City of Bay Saint Louis reserves the right to reject any or all bids and to waive any or all informalities.

Work to be performed shall be in accordance with all the Federal, State and Local Regulations and Codes. Approved by the order of the Bay St. Louis City Council, this the 19th day of November 2019.
