Sealed Bids for the construction of the Phase I – Test Hole/Well, USDA Contract A, will be received by Tishomingo County Water District, at the office at 117 E. Eastport St., Iuka, Mississippi, until 2 p.m. local time on 4 February 2020 at which time the Bids received will be publicly opened and read. The Project consists of constructing one or more test wells.

Contract documents, including drawings and specifications, may be examined at the office of Dean McRae Engineering, Inc., located at 308 Grisham Street, Iuka, Mississippi. Bid documents are being made available via original paper copy or electronically. Planholders are required to login or register for an account at www.deanmcraeplans.com to view and order bid documents. All planholders are required to have a valid email address for registration. Each bid submitted must be marked on the outside “Phase I – Test Hole/Well.” Any bid more than $50,000 must contain on the outside of the envelope the contractor’s current certificate of responsibility number, and no bid shall be opened or considered unless this number appears on the outside of the envelope or unless a statement is included on the outside of the envelope indicating that the bid enclosed does not exceed $50,000.

In the letting of public contracts, preference shall be given to resident contractors, and a nonresident bidder domiciled in a state having laws granting preference to local contractors shall be awarded Mississippi public contracts only on the same basis as the nonresident bidder’s state awards contracts to Mississippi contractors bidding under similar circumstances; and resident contractors actually domiciled in Mississippi, be they corporate, individuals, or partnerships, are to be granted preference over nonresidents in awarding of contracts in the same manner and to the same extent as provided by the laws of the state of domicile of the nonresident. When a nonresident contractor submits a bid for a public project, he shall attach thereto a copy of his resident state’s current law pertaining to such state’s treatment of nonresident contractors. Any bid submitted by a nonresident contractor which does not include the nonresident contractor’s current state law shall be rejected and not considered for award.

A pre-bid conference will not be held, however, all bidders are highly encouraged to visit and inspect the site.

Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A – Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and subsequent statutes mandating domestic preference applies an American Iron and Steel requirement to this project. All listed iron and steel products used in this project must be produced in the United States. The term “iron and steel products” means the following products made primarily of iron or steel: lines or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and construction materials. The de minimis and minor components waiver apply to this contract.
