Sealed bids will be received by the Lowndes County Board of Supervisors, at the offices of Lowndes County Board of Supervisors, hereafter referred to as Owner, located at 505 2nd Avenue North, Columbus, Mississippi 39701, until 2:00 P.M., Local Time, Thursday, January 9th, 2025 for supplying all labor, equipment, and materials (as specified) necessary for the construction of the above referenced project. All bids received will be publicly opened and read aloud at the above referenced time and location.

Work consists of Installation of Concrete Sidewalk, Concrete Pads w/ Exercise Equipment, Concrete Ramps, & Bank Stabilization.

The above general outline of features of the work does not in any way limit the responsibility of the Contractor to perform all work and furnish all labor, equipment and materials required by the specifications and the drawings referred to therein.

Bidder must be qualified under Mississippi Law and show current Certificate of Responsibility issued by the Mississippi State Board of Public Contractors establishing his classification as to the value and type of construction on which he is authorized to bid.

Each Bidder shall write his Certificate of Responsibility Number on the outside of the sealed envelope containing his proposal.

Proposals shall be submitted in duplicate, sealed and deposited with the Owner prior to the hour and date hereinbefore designated. Bidder’s name and address should be written on the outside of the sealed envelope and print “Columbus Soccer Complex Walking Trail with Stations #2, Thursday, January 9th, 2025 at 2:00 PM” in the lower left corner of the envelope. No bidder may withdraw his bid within 90 days after the actual date of the opening thereof.

Awarding public contracts to non-resident Bidders will be on the same basis as the non-resident bidder's state awards contracts to Mississippi Contractors bidding under similar circumstances. In order to ensure that Mississippi's so-called Golden Rule is followed state law requires a non-resident bidder is to attach to his bid a copy of his resident state's current laws pertaining to such state's treatment of non-resident contractors.

Each Bidder must deposit with his proposal, a Bid Bond or Certified Check in an amount equal to five percent of his bid, payable to the Owner, as bid security. Bidders shall also submit a current financial statement, if requested, by the Owner. The successful bidder will be required to furnish a Payment Bond and Performance Bond each in the amount of 100 percent of the contract amount.

The plans and specifications for the project are on file for public inspection in the offices of Lowndes County Board of Supervisors and the offices of Neel-Schaffer, Inc., 7085 Hwy 45 Alternate North, West Point, MS 39773.

Bid documents are being made available electronically and via original paper copy (if requested). All interested bidders are required to log-in or register for an account at www.neel-schafferplans.com (via Plan House Printing) to view and order Bid Documents. All plan holders are required to have a valid email address for registration. The cost of bid documents is non-refundable and must be purchased through the website (digital only). Bids may be submitted electronically or in hard copy form.
