Sealed bids for “Rehabilitate Taxiways. A.I.P. Project No. 3-28-0049-032-2022” will be received by the McComb –Pike County Airport Board at the McComb–Pike County Airport located at 2051 John E. Lewis Drive, McComb, MS 39648 until 11:00 AM Local Time on June 17, 2022. Timely received bids will be opened and read aloud beginning at 11:05 a.m. on June 17, 2022, in the McComb–Pike County Airport Board Room located at the airport. Bids received after this time will not be accepted and will be returned unopened.

The work is generally described as follows:

Base Bid – 60 Calendar Days – Mill existing pavement structure South of Taxiway Charlie, repair remaining cracks, and install new P-401 surface course asphalt on milled surface.

Additive Alternate 1 – 60 Calendar Days – Remove existing Taxiway Edge Lights and install new LED stake mounted Medium Intensity Taxiway Edge Lights (MIRL), LED Taxiway Guidance Signs, and all required conductors.

Additive Alternate 2 – 30 Calendar Days – Mill existing pavement structure North of Taxiway Charlie, repair remaining cracks, and install new P-401 on milled surface.

Liquidated damages in the amount of $500.00 will be assessed for each consecutive calendar day after the contract time associated with Base Bid and Additive Alternate (if awarded) has expired.

A pre-bid conference for this project will be scheduled for June 07, 2022, at the McComb–Pike County Airport Board Room to discuss the work. Prospective bidders are encouraged to attend the pre-bid conference and perform a site visit of the project area prior to bidding.

Bidders must be qualified under Mississippi Law and show a current Certificate of Responsibility issued by the Mississippi Board of Public Contractors establishing classification as to the value and type of construction work on which he is authorized to bid.

Bidders’ attention is invited to the Instructions to Bidders relative to pre-award, equal employment opportunity requirements, and non-segregated facilities.

Bids must be submitted on the standard form of bid proposal and must include a Bid Bond in the amount of 5% of the Bid. The successful bidder will be required to execute the standard form of Contract and Agreement, together with a 100% Performance Bond and a 100% Payment Bond, within 10 days after formal award of the contract.

The bidder shall guarantee to hold his bid good and may not withdraw his bid for a period of 60 calendar days after the scheduled closing time for receiving bids.

This project is subject to the requirements of the Davis-Bacon Act, as amended. The Contractor is required to comply with wage and labor provisions and to pay minimum wages in accordance with the schedule of wage rates established by the United States Department of Labor.

This project is subject to the requirements of 49 CFR Part 26 Disadvantaged Business Enterprise Participation. The owner has established a contract goal of 10.77 percent participation for small business concerns owned and controlled by qualified disadvantaged business enterprises (DBE) but encourages that the bidder seeks participation of these businesses.

Award of contract is also subject to the following Federal provisions:

TITLE 49 United States Code, CHAPTER 501 – Buy American Preferences.

The award, if made, will be made to the party submitting the bid deemed most favorable to the McComb– Pike County Airport Board at the time the conditions are stipulated. The McComb–Pike County Airport Board reserves the right to reject any and all bids and to waive any informalities or irregularities in the bids received.
