For the project known as: Runway 2/20, Apron, and Stub Taxiway Rehabilitation at Heart of Georgia Regional Airport

Proposals will be opened and read aloud at the Heart of Georgia Regional Airport 317 Airport Road, Eastman, Georgia 31023 at 12:00 P.M. EDT on Friday, July 1, 2022. The Engineer/Architect for the project is MICHAEL BAKER INTERNATIONAL, INC., 11 N. Water Street, Suite 14290, Mobile, AL 36602, Telephone No. (251) 380-0898.

The approximate extent and character of the Work for the Runway 2/20, Apron, and Stub Taxiway Rehabilitation Project is generally described as follows:

This project includes the rehabilitation of Runway 2/20 (approximately 6506’X100’) Apron, and Stub Taxiway at the Heart of Georgia Regional Airport. Rehabilitation includes milling, hot mix asphalt, crack sealing, pavement markings grooving, and drainage improvements.

Bidders shall inform themselves concerning Georgia Laws and comply with same.

If awarded, the time allowed for Substantial Completion on Runway 2/20, Apron, and Stub Taxiway Rehabilitation is Sixty (180) consecutive calendar days from the date of Notice to Proceed for Construction.

Each Bid must be accompanied by a Bid Bond with good and sufficient surety or sureties approved by the owner for faithful acceptance of the contract, payable to, in favor of, and for the protection of the OWNER in an amount equivalent to five percent (5%) of the total amount payable by the terms of the contract or, in lieu thereof, in the form of a certified check, cashier’s check, or cash in equal amount.

The Successful Bidder will be required to furnish performance and payment bonds with the executed Agreement meeting the requirements of the Contract Documents and executed on the forms attached to the Agreement. The terms and time for payment are set forth in the Agreement.

Surety and insurance companies must have an AM Best rating of A-6 or greater, be listed in the Federal Registry of Companies holding Certificates of Authority and Acceptable Sureties on Federal Bonds, be licensed by the Georgia Insurance Department and the Georgia Secretary of State to do business in the State of Georgia.

An informational pre-bid conference will be held on Wednesday, June 23, 2022 at 2:00 P.M EDT in the Conference Room at the Heart of Georgia Regional Airport located at 317 Airport Road, Eastman, GA 31023.

No bid may be withdrawn by the bidder within one hundred twenty (120) days after actual date of bid opening.

Bid documents are being made available via paper or digital copy. Plan holders are required to log-on or register for an account at www.mbakerplanroom.com to view and order Bid Documents. All plan
holders are required to have a valid email address for registration. Bid documents are non-refundable
and must be purchased through the website. For anyone interested in submitting bids electronically in

Each paper bid must be submitted in a SEALED ENVELOPE, addressed to the OWNER. If the BID is sent through the mail or other delivery system, the sealed envelope shall be enclosed in a separate envelope with the notation “BID ENCLOSED for “Runway 2/20, Apron, and Stub Taxiway Rehabilitation” on the face thereof.

Each electronically submitted bid must be submitted in “pdf” format and shall contain the same
information and forms as required for the paper bids. Note – electronic bids must be secured with a bid bond. In the event that an electronically submitted bid has a corrupted attachment, the bid will be
considered null and void.

This project is funded under provision of the Airport and Airway Safety and Capacity Act of 1987. The award of this contract is contingent upon the availability of Federal funding. Certain mandatory federal requirements also apply to this solicitation and will be made a part of any contract awarded.

By submitting a bid/proposal under this solicitation, except for those items listed by the offeror on a separate and clearly identified attachment to this bid/proposal, the offeror certifies that steel and each manufactured product, is produced in the United States (as defined in the clause Buy American – Steel and Manufactured Products For Construction Contracts) and that components of unknown origin are considered to have been produced or manufactured outside the United States.

The HGRAA reserves the right to waive any informalities or irregularities in the bids received and to reject any or all bids or to award or refrain from awarding the contract for the work, whichever is deemed to be in the Owner’s best interests.
